When you're a new writer...
It can be really hard to know whether your work is ready for publication. Belonging to a writing group is the best way to get supportive, honest feedback that will help you to weed out all the faults that you haven't seen. You can find groups through your local library, or by looking online. Groups vary, so try to find one that works at a level you'd like to reach. If you're writing genre fiction, look for a group that shares your interest - romance, crime, historical.
Write your first draft.
Rewrite it.
Read how-to-write books.
Read the sort of book you're trying to write.
Rewrite yours again.
Check every sentence to make it the best it can be.
Fix the typos and check the spelling.
Look up facts you thought you knew and check them.
Give it to some trusted readers who are familiar with your style of book. Assess their comments and adjust accordingly.
When at least two sensible adults who aren't related to you say that your book is ready, THEN you can think about taking it to the next level.
Decide if you want to submit it to publishers, or take the plunge and self-publish.
You'll have a better chance with a publisher if your book is already well-edited and laid out. The less work they have to do on it, the less it will cost to produce, which might just make the difference between a viable project and an unaffordable one. The work will still need to be done if you self-publish, so do as much as you feel competent to do before handing it on to an expert and paying for their time.
